Washington County Grand Jury indicts 23; charges include dozens involving minors | News, Sports, Jobs

Twenty counts of pandering sexually-oriented matter involving a minor, three counts of disseminating matter harmful to juveniles, rape, importuning and two counts of the illegal use of a minor in nudity-oriented material or performance were among the charges set by a Washington County grand jury in the Court of Common Pleas Tuesday.

¯ Robert Edward Gallagher, 39, address not provided, was indicted on 12 counts of pandering sexually-oriented matter involving a minor or impaired person and possessing criminal tools. Gallagher allegedly created, recorded, photographed, filmed, developed, reproduced or published several files depicting children as young as 5 involved in sexual acts between the dates of April 22 through May 19 at 107 Colonial Square, Apt. F, Belpre, according to the indictment. One of the videos was titled “Dad and Daughter,” the indictment said.

¯ Brian Clayton Palmer, 42, 717 Sixth St., Marietta, was indicted on two counts of the illegal use of a minor or impaired person in nudity-oriented material or performance, eight counts of pandering sexually-oriented matter involving a minor and possessing criminal tools. According to the indictment, Palmer created, produced or transferred images showing male children engaged in sexual acts with adult women between the dates of Oct. 11, 2019, and April 22, 2022.

¯ Kerra Bryce Vicars, 43, 1108 Campbell Ave. SW, Rooanoke, Va., was indicted on a rape charge after an incident that took place on April 9 on Hill Street in Belpre. Vicars allegedly engaged in sexual conduct with the victim whose ability to resist or consent was “substantially impaired because of a mental or physical condition or because of age.”

¯ Co-defendants David Lee Delong, 30, 714 Norway Ave., Belpre, and Mikayla Marie Scaggs, 27, same address, were indicted on charges of rape, two counts of disseminating matter harmful to juveniles and four counts of endangering children. Delong and Scaggs allegedly had sexual relations with a juvenile less than 13 years old, according to the indictment, between the dates of May 1, 2021, and Nov. 15, 2022, at their residence. During the same dates, Delong and Scaggs presented a juvenile or an officer posing as a juvenile with obscene material, “having knowledge of the character or content of said material,” the indictment said. Between the dates of Jan.1, 2022, and Nov. 15, 2022, Delong and Scaggs allegedly tortured or cruelly abused more than one child.

¯ Dustin Bradley Harlow, 29, 324 Everson Road, Belpre, was indicted for importuning and disseminating matter harmful to juveniles. Harlow allegedly solicited a 15-year-old for sexual activity between the days of March 1 and May 15 at his residence, according to the indictment. He also allegedly presented a juvenile or officer posing as a juvenile with harmful material.

¯ Khary Damar Rogers, 30, 2568 Briar Lane, Toledo, theft.

¯ Charles E. Corp, 33, 2253 County Road 29, Stockport, failure to appear as required by recognizance.

¯ Jonathan C. Forshey, 32, 42010 Early Ridge Road Lot 817, New Matamoras, failure to appear as required by recognizance.

¯ Candace Mae Gibson, 39, 524 Front St., Marietta, failure to appear as required by recognizance.

¯ Austina Shae McCartney, 28, 59 Hill Ave., Parkersburg, aggravated possession of drugs.

¯ Onyekachuku Ishmael Fields, 40, 309 Main St., Lower Salem, aggravated possession of drugs.

¯ Jeremy Allen Hines, 30, homeless, attempted aggravated trafficking in drugs and aggravated trafficking in drugs.

¯ Jaden F. Bird, 26, 817 Masonic Park Road, Lot 7, Marietta, having weapons while under disability, improperly handling firearms in a motor vehicle and obstructing official business.

¯ Patrick Michael Montgomery, 47, 515 Martin Road, Reno, heaving weapon under disability.

¯ Tre Michael Hughes, 30, 500 13th St., Parkersburg, illegal conveyance of drugs of abuse onto grounds of a specified government facility and aggravated possession of drugs.

¯ Jeremy Michael Charlton, 43, Vincent, aggravated burglary, abduction, domestic violence and breaking and entering.

¯ Co-defendants Kayla Maria McLaughlin, 28, 9 Madison St., Glouster, and Joseph Michael Lee Yonis, 37, 11023 Tunnel Hill Road, New Lexington, last known address, were indicted on charges of theft from a person in a protected class and grand theft when the property is a firearm is a firearm or dangerous ordinance. The two allegedly stole a .380 handgun and the wedding ring of the victim’s deceased wife on March 21, according to the indictment.

¯ Tucker Lee Hurst, 37, 305 Washington St., Apt. 7, Marietta, three counts of retaliation.

¯ Wayne Campbell, 36, 515 Sixth St., Parkersburg, burglary and attempted grand theft.

¯ Jessica Fawn Strode, 38, 204 7th St., Beverly, assault.

¯ Tielor N. Cricks, 25, 2850 Farmington Circle, Canton, possession of a fentanyl-related compound.
